The Tirana Index, named after the capital of Albania, was devised by columnist Charles Krauthammer following that country’s 1982 election in which a slate backed by the local dictator, Enver Hoxha, eked out a victory of 1627959 to 1 (cited in New Yorker, June 21st 1993).
